IPP Recognised for Prison Security Upgrade – Security consultant IPP Consulting has received the Commissioner’s Certificate of Appreciation following the successful delivery of a $A13 million security upgrade at the Metropolitan Remand Centre (MRC) in Ravenhall and Marngoneet Correctional Centre (MCC).
The project, considered by the Victorian Department of Justice and Regulation to be among the most successful security initiatives ever undertaken in the state, was delivered in partnership with Cushman & Wakefield, facility managers for both prisons.
Working as project manager, IPP oversaw risk assessment and assurance, infrastructure and system design, procurement strategy, and end-to-end project delivery. The scope included major upgrades to the fibre-optic security backbone, CCTV network and VMS, access control systems, prisoner movement tracking, under-vehicle detection, and the main security control room.
The 15-month program was disrupted by a serious riot that caused $11 million in damage to prison infrastructure. Despite this, IPP adapted its project focus to enable critical rectification and restoration works before continuing with the broader technology refresh. The company’s ability to maintain project continuity under pressure allowed both prisons to return to operational readiness with minimal delay and within the original budget.
The Victorian Department of Justice and Regulation formally acknowledged the success of the project through the presentation of the Commissioner’s Certificate of Appreciation, recognising IPP’s ability to manage complex corrections infrastructure projects under challenging conditions.
