Riverside Drive Smart CCTV Expansion – Bayside Council in Sydney has gone to tender seeking to expand its Riverside Drive smart CCTV solution with the addition of object detection, fixed LPR and email notifications.
Council seeks procurement of a smart CCTV camera solution capable of undertaking object detection, licence plate recognition and email notifications for the purpose of parking enforcement (as well as delivering passive improvements to community safety). The request includes the provision of all required infrastructure including poles, CCTV cameras, micro-servers, 5G communication devices.
Infrastructure required extends to ensuring the deployment is self-powered through on-site generation through solar-panels and/or small-scale wind turbines with lithium battery storage – noting the proximity to residential dwellings, there is preference to leverage only solar-panels to reduce visual bulk and noise pollution.

The request also extends to the provision of a software solution that, through computer vision, can enforce parking restrictions (such as no stopping restrictions). The software solution should have the ability to be deployed on micro-servers on-site, apply licence plate recognition (LPR) technology, feature logic to detect non-timed parking offences, record events with photographic evidence, and generate an email notification.
The geographic location for the installation that forms the scope of this tender is Sandringham in New South Wales with a focus on capturing and enforcing the parking zones along Riverside Drive from Brantwood Street to Tuffy Avenue, and parking zones beside Napoleon Street and the end of Waldron Street. Spatial imagery is included in the tender documentation.
Bayside Council’s Safer Streets program incorporates more than 40 PTZ, multi-sensor and bullet cameras installed in a future-focused smart network managed by Nx Witness VMS.
