Russia Developing Face Recognition System To Track Citizens.

Russia developing face recognition system – Leaked documents suggest Russia is investing $US130 million on developing a face recognition system with the ability to track citizens in public spaces.

The solution would store and process data from all public surveillance cameras in Russian cities using AI – the number of public surveillance cameras involved is around 5 million.

The documents, obtained by the Estonian news agency Delfi Estonia, indicate the project will be handled by the Russian Presidential Affairs Department’s Scientific Research Computing Center (GlavNIVTs).

GlavNIVTs will use software and licenses from facial recognition provider NtechLab and panoramic image specialist, Gigarama. The project will involve creation of a video stream processing service to gather and store data and a video stream processing centre to search the data, which the documents say will be used to allow law enforcement agencies to “promptly identify threats” and “destructive and/or disloyal behaviour.”

The video stream processing service will be directly connected to regional video surveillance systems. These will rely on 3 categories of cameras – the first will handle large crowds, the second will be focused on roads and railway crossings and will be equipped with license recognition software, while the third will handle individual face recognition.

As well as recognizing individuals, the third camera type will “build biometric templates of people’s faces” and will be installed by the FSB, Internal Affairs Ministry, and an “authorized body,” according to the documents.
