TfNSW Seeks Face Recognition Drivers Licenses – Transport for NSW (TfNSW) is seeking a supplier to provide, implement, configure, and support a facial recognition system capable of both 1:1 verification and 1:N identification.
TfNSW says its goal is to “protect the integrity of driver licence and photo card registers, reduce fraud, and support law enforcement and broader government digital identity initiatives”.
The project is designed to support TfNSW’s one driver, one licence objective by ensuring that each identity is unique and verified. The solution must assist in identifying fraudulent licence applications and enable retrospective analysis to detect multiple identities.
In its request, TfNSW outlines a preference for a proven, off-the-shelf product requiring minimal customisation. The system must already be operational at a comparable scale and complexity and be capable of supporting strategic integrations at both state and national levels, including the Commonwealth’s National Driver Licence Facial Recognition Solution.

The system must offer both 1:1 image verification—matching a new image to the existing record for a single individual along with 1:N comparison—checking a new image against the entire database to detect duplicates or fraudulent applications. Reports of suspected identity fraud generated by the system will be subject to manual review.
In addition to the software platform, the supplier will be responsible for migrating existing biometric data to the new system, delivering training, and providing ongoing support and maintenance.
TfNSW issues licences and ID cards to the public and is a key player in Australia’s broader identity infrastructure. This project underlines the department’s role in preventing fraud, supporting law enforcement with identification evidence, and contributing to nationwide biometric verification programs.
This tender closes on 3 November 2025 at 3:00pm (AEST). Interested parties must demonstrate their product is operational, has been deployed within the past 5 years, and supports one-to-one and one-to-many facial matching at scale.
