Toowoomba Regional Council has released 3 tenders, covering CCTV, access control and alarms, and security management solutions as part of a plan to transform electronic security solutions across 60 sites.
Toowoomba Regional Council (Council) has a vision to transform its current security practices away from a predominately physical security presence to a primarily electronic monitoring and response programme. The successful contractor will need to share that vision and be able to demonstrate how they can guide and assist council in transitioning towards this model whilst reducing operational expenditure.
This contract provides electronic security services to over 60 facilities across the Toowoomba region and is critical to council providing safe and secure facilities for staff and the public. The successful contractor will from time to time need to work closely with council to ensure works compliment CCTV, physical security, patrols and other programmes.

Integrated Management of CCTV, Access Control & Security Programs
Toowoomba’s City Safe Program was launched in June 1995 with the aim of enhancing the public safety and well-being of the citizens and visitors to the Toowoomba Regional Council (Council). The City Safe camera system monitors activities in the city including streets, footpaths, car parks and civic buildings within the City of Toowoomba. The system has grown to include more than a hundred digital CCTV cameras including live interaction multiple between Police, Council, licenced venues and other stakeholders from a central control room (City Watch Program).
In recent years, Council has rapidly expanded its CCTV system to include public and corporate sites from all over the region, including, offices, depots, waste stations, parks etc, to consist of many hundreds of cameras.
In addition to CCTV, Council has invested heavily in electronic access control and security systems for many of its corporate and civil assets across the region. Whilst not yet truly interoperable, council recognises that CCTV, access control, electronic security and physical patrol services will operate more efficiently if monitored and operated from within the one control facility. Council recognises that each program can offer complimentary assistance to the other, improving Council’s ability to monitor and protect its private and public assets and to continue to increase the liveability of Toowoomba.
