DFAT Releases Pacific Security College Tender Focused On Security Capability And Cooperation Across The Region.

DFAT Releases Pacific Security College Tender – Australia’s Department of Foreign Affairs and Trade has released a tender for Phase II of the Pacific Security College, continuing an Australian Government initiative focused on strengthening a wide range of security capability and cooperation across the Pacific region.

The Pacific Security College was established to support regional stability through collaborative learning, policy development and sustained engagement between Pacific Island countries. The College addresses strategic, human and institutional security, encompassing governance, national resilience, transnational threats and regional cooperation.

Phase II builds on the foundations established in Phase I and aligns closely with the Boe Declaration on Regional Security, which defines security in the Pacific in broad terms, including human security, environmental and climate security, cyber and information security, transnational crime, maritime security and the protection of sovereignty. Some of these imperatives have technical crossovers, others are procedural and institutional, and they are collaborative.

Under this tender, DFAT is seeking a provider to deliver fully funded training programs for Pacific security practitioners and senior leaders, with content aligned to regional priorities. The scope also includes enhancing collaboration and information sharing between Pacific nations, supporting dialogue on shared security challenges, and facilitating sustained professional networks.

A central element of Phase II is the delivery of an annual Pacific Peace and Security Dialogue, alongside additional regional dialogues designed to bring together government, security agencies and policy leaders. These forums are intended to support collective problem solving and strengthen regional alignment on emerging risks.

The tender also covers the provision of technical assistance to Pacific Islands Forum member countries, specifically to support the development and implementation of national security policies and strategies. This reflects a focus on long-term institutional capability rather than short-term interventions.

In addition, the successful respondent will be responsible for the ongoing management of the Pacific Security College Advisory Board, supporting governance, oversight and alignment with DFAT objectives.
