Security Upgrades at Mulwala and Benalla Defence Facilities – Downer is has floated a future tender seeking expressions of interest for security infrastructure upgrades as part of the Mulwala and Benalla Facility Redevelopment project.
The scope includes fencing, security systems, and supporting infrastructure at 2 regional defence sites operated by the Commonwealth – the Mulwala Explosives Facility in NSW and the Benalla Munitions Facility in Victoria.
Both sites are strategic defence assets. The Benalla site manufactures munitions and explosive ordnance, while Mulwala specialises in the production of high-quality propellants and explosives. Security upgrades will support the ongoing operation of these facilities under heightened security and compliance expectations.
While full scope details will be confirmed when the RFT is released in Q3 2025, the preliminary overview includes infrastructure upgrades involving roads, perimeter fencing, electronic security systems, and emergency generators. These upgrades are expected to support increased access control and perimeter resilience. Works will also include building upgrades, new construction, and site-wide improvements to support operational continuity and climate resilience.
Downer is managing the redevelopment and is seeking early registrations from suppliers, consultants, and contractors across all capabilities. The planning phase is scheduled to begin following a contract award in August 2025. Final construction works are expected to conclude by mid-2030, with the Defence liability period ending in June 2031.
The project is expected to attract significant interest from perimeter security, electronic access control, and fire systems specialists given the nature of the facilities – though this is own speculation – you’ll need to read the scope when it’s released for full details.
