The scope signals a requirement for a capable security services provider able to manage CCTV surveillance, alarm and incident monitoring, patrol and response services, and security coordination for a high-density public environment.

The EOI also points to a forward-looking security posture, with respondents expected to demonstrate capability to adopt emerging technologies including AI-enabled CCTV analytics, automated crowd behaviour detection, drone detection or response measures, hostile vehicle mitigation strategies, and compliance with national guidance on protecting crowded places from terrorism.

The stated intent of the tender is to secure a service model that is scalable, responsive, and aligned with operational risk, public safety obligations, and reputational exposure in a landmark public precinct – that means nothing is off the table.

The procurement forms part of a broader uplift in precinct management and infrastructure planning under South Bank Corporation’s current master planning program. Security services are being positioned to support evolving public space design, expanded event programming, and increased visitor volumes, while ensuring protective security measures remain proportionate, coordinated, and capable of integrating future technology upgrades without disruptive redesign.

South Bank is a massive 42-hectare public environment combining parklands, riverfront recreation areas, dining precincts, commercial tenancies, cultural institutions and the Brisbane Convention and Exhibition Centre. The operating environment requires continuous surveillance coverage, coordinated incident response, visitor assistance, and event security management, with the ability to manage peak crowd loads and elevated risk periods. Security operations must function in a public-facing hospitality and tourism setting while maintaining preparedness for critical incidents, emergency response coordination, and liaison with police and emergency services.
