Waterways CCTV Video Analytics Sought By WA Department Of Transport.

Waterways CCTV Video Analytics – Western Australia’s Department of Transport is seeking a marine safety waterways CCTV system for on-water activity monitoring and video footage analysis and processing. This an holistic tender that includes design, supply, works, installation, commissioning, operation and maintenance.

The Department of Transport (DoT) is the statutory authority for marine safety compliance and enforcement administration. This proposed CCTV network is a modernisation of existing compliance monitoring and evidence gathering processes and is designed to enhance existing capabilities. It aims for increased awareness of compliance activities creating a positive impact on user behaviour and promoting voluntary compliance.

The current contract for the provision of the Marine Safety Waterways CCTV System, with available extension options, expires on 30 November 2024. The new contractor will provide to DoT all works and services necessary for the design, supply, installation, and commissioning of infrastructure required for each site, maintenance of the equipment and provision of CCTV footage and ongoing services.

Waterways CCTV Video Analytics Sought By WA

This includes but is not limited to site survey and works, supply and installation of cameras, camera poles, footings and cabinets, power, batteries and all related equipment, optic fibre, cabling, and related signage. It also includes initial and ongoing approvals from relevant services, authorities and local government, testing and commissioning, all documentation for the site, insurances and warranties, etc, as is required to fulfill all aspects of the project.

The works and services required in the new contract include:

  1. Installation of footings, camera poles, cabinets, trenching for optic fibre cabling and service provisions.
  2. The provision of a fully managed system to design, supply, undertake works, install, commission, operate and maintain CCTV Systems for on-water activity monitoring at the 4 current static sites:
  • Belmont Water ski area
  • Deepwater Point ski area
  • Point Walter ski area
  • South Perth/Narrows Bridge Personal Water-Craft Area.

3. Analysis of footage and data collected by the CCTV Systems using sophisticated software system to provide visuals and details of potential on-water infringements of marine safety regulations for DoT to review and consider issuing warnings and/or infringement notices.

4. Supply and operations of 2 mobile and fully transferable CCTV systems.

5. Potential supply and operation of an additional four (4) mobile and fully transferable CCTV systems. This will be an optional item in the request for proposal document and direction to supply will be at the sole discretion of the DoT.
