Woomera Redevelopment Project Seeks Security – Woomera Redevelopment Joint Venture, comprising Downer and CPB Contractors, is overseeing a major infrastructure upgrade of the Woomera Range Complex (WRC) in South Australia – the world’s largest military land base.
Located approximately 450 km north-west of Adelaide, the WRC spans more than 122,000km and is a key testing and evaluation facility operated by the Royal Australian Air Force (RAAF) for the Australian Defence Force (ADF). This is a huge site – it’s the size of North Korea – and incorporates multiple Defence facilities.
The Woomera Redevelopment Project aims to replace or upgrade essential infrastructure to enhance Defence capability over the next 25 years. It includes remedial and upgrade works on services such as power, sewer, stormwater, hydraulics, and communications. The scope also covers new accommodation, airfield pavement upgrades, and the demolition of obsolete facilities.

Currently in the planning phase, the project is being developed to 30 per cent design while site investigations are undertaken. Capital investment approval is still pending from government, and the program remains subject to refinement.
Interested suppliers and contractors are invited to register for upcoming packages as part of a market sounding process which is not a formal stage of procurement. Participation or non-participation in this phase does not affect eligibility for any future tender processes.
Work packages with a closing date of 27 June 2025 include security systems, ICT and communications, fencing, barricades, building communications, locksmithing, security-related doors and hardware, screens and louvres, and site office operations, which will include a security operations centre.
