Clubs Australia Wants 1N Face Matching – Clubs Australia wants 1:N face matching to strengthen gambling exclusions, a position that tests privacy advocates.
The organisation is supporting 2 bills that seek to loosen government restrictions on facial recognition technology to integrate and regulate use of digital identity verification for government and private sector functions. This could deliver a flow on effect into biometric authentication for access control solutions.
In its recent submission to Parliamentary Committee, Clubs Australia endorsed introduction of an accreditation scheme for IDV providers and supports allowing facial recognition data to be retained to support gambling exclusions.
“The use of digital ID is likely to lead to simpler identity verification for clubs,” Clubs Australia’s official position statement on Digital ID Bill 2023 and the Digital ID (Transitional and Consequential Provisions) Bill 2023 read.
“A functioning digital ID system, which is adopted by consumers, will reduce the identity documents clubs are required to hold, thereby reducing cybersecurity risks and enhancing public confidence in identity verification measures,” the submission said.

Clubs Australia, which represents 6000 clubs around Australia, said it recognizes that “introducing strict requirements for collecting, retaining, and destroying biometric data is an important step to protect peoples’ privacy,” but sought flexibility for exclusions to support consensual exclusions for problem gamblers.
Self-imposed exclusions can be implemented for a period ranging from months to years, and Clubs Australia said clubs should be able to retain sufficient data, including biometric data, to enforce exclusions effectively.
“Where a venue uses FRT to identify excluded patrons, the club must retain sensitive biometric information to facilitate one-to-many matches,” Clubs Australia said.
