MORE than $US 1 billion was a delivered by the U.S. Dept of Homeland Security to states and territories to prevent, secure against, respond to, and recover from terrorist acts and other emergencies.

There are 3 grant programs comprise the Homeland Security Grant Program: State Homeland Security Program (SHSP), Urban Area Security Initiative (UASI) and Operation Stonegarden (OPSG). These programs focus on different objectives and fund projects including planning, organization, equipment purchasing, training, exercises, and administration for sectors such as cybersecurity, infrastructure systems and economic recovery.

Funding in 2017 included: State Homeland Security Program $US 402,000,000, Urban Area Security Initiative $580,000,000, Operation Stonegarden $55,000,000, making a total of $1,037,000,000.

Cost is a major factor in security system implementation whether it is a new construction project or involves selling the c-suite on upgrading existing solutions. Assisting public and private organizations in locating and utilizing available resources increases possibilities when securing the homeland and considering public safety.

For example, the Urban Area Security Initiative (UASI) emphasizes 33 highly populated cities facing high-threat levels based on the Threat and Hazard Identification and Risk Assessment Guide (THIRA) available through the Federal Emergency Management Agency (FEMA).
