Paris Olympics Turbocharging Video Content Analysis – The 2024 Paris Olympics is taking video content analysis to giddy new heights, with lateral partnerships between manufacturers, providers, law enforcement agencies and government at unprecedented levels.

It’s no great surprise France is on high alert, with the security situation in parts of Europe more volatile than they’ve been in many decades. The response of the French Government is partnering with the private sector to enhance multi-level surveillance – public and private CCTV, including drones, communications, geolocation, social media, wiretapping and more.

The profound nature of the AI video surveillance solution to be used has demanded the French parliament change the country’s laws – last year, France enacted Law No. 2023-380, which provided a legal framework for the 2024 Olympics while carefully treading around General Data Protection Regulations’ biometric data processing restrictions. It’s scary for privacy advocates but security managers will understand why French law enforcement wants it so badly.

A key element of the new law is Article 7, which allows French law enforcement and contractors to experiment with intelligent video surveillance throughout the 2024 Olympics. Another key element of the law is Article 10, which allows use of AI software to review a wide spectrum of video and camera feeds.

In terms of rubber meeting road, French security and law enforcement providers have teamed up with Videtics, Wintics, Orange Business and ChapsVision to deliver video content analysis functionalities in real time.

In the lead up to the Olympics, they’ve deployed these analytics on public transport, at concerts, during sporting events and more. Similar trials have been seen in other countries, including Australia. These trials may be contributing as test beds to the Olympic Games solution, though this is speculation.

For electronic security people, the AI rules being employed aren’t especially ground-breaking – crowd movement, inert body, object left, weapons and noise detection, smoke or flame detection, irregular traffic movements – this is all standard fare for some high security applications. But the lateral sharing of camera feeds from city surveillance, transport surveillance, private enterprise, venue and loads more, with everything going on in real time – that’s unusual.

How the security team will mesh data from video inputs with data gathered from other sources is hard to imagine – parsing such huge volumes of information coherently will be a massive challenge that is likely to bring in the expertise and resources of many of France’s allies and neighbours – in Europe and overseas.

Department of Defence CCTV Upgrade Future Tender Notice.

Department of Defence CCTV Upgrade – Australia’s Department of Defence has released a future tender for a CCTV upgrade at the Australian Defence Force Academy.

Note that Defence recently released a tender for an ADFA security upgrade with a closing date in June – this is a separate tender being managed by Augility Procurement that appears to be specifically for the video surveillance component.

The Australian Defence Force Academy is a tri-service military Academy that provides military and academic education for junior officers of the Australian Defence Force in the Royal Australian Navy, Australian Army and Royal Australian Air Force. Academic staff number 150 from ADF and 380 from the university, supporting 950 undergraduates and 1300 postgraduates.

Vale Mike Rowledge – Mike Rowledge, one of the Australia’s electronic security distribution pioneers, has passed away in Sydney at the age of 88.

As well as being one of the pioneers of electronic security distribution in Australia, Rowledge was a dedicated professional who continued supporting high-end security clients until well into his 80s.

ASIAL GM, John Fleming, who worked with Rowledge in the early days, said Rowledge migrated to Australia in the 1970s as a manufacturer’s representative for Thorn Fire Detection Systems.

“After that, Mike took on a management and distribution role for EFCO locks, which morphed into Arrowhead, which morphed into Alarmcom, which was the local distribution business for Cerberus, a Swiss company that became Siemens,” Fleming said.

“Security distribution was different then – I can remember us doing the Alarmcom stocktaking and accounts on a Compaq computer complete with floppy drives on my kitchen table – it was the company’s pride and joy – everyone else was working manually in those days.

“The thing I most remember about Mike was that he loved travelling for work or pleasure – he couldn’t wait to get onto an airplane – he was a highly motivated – honest, straightforward and hardworking – he will be missed by all who knew him.”

According to Charlie Michaels of Perimeter Security Australia, after leaving Alarmcom, Rowledge took on a manufacturer’s representative role for Southwest Microwave for more than 20 years, showing great dedication to customers and the brand.

“Mike was distributing security products for many years before he formed Alarmcom,” Michaels said. “In 1983 Mike was working at EFCO locks as manager of the electronic security products division and I was working for him as a technician.

“He then formed Alarmcom based at Harris Park around 1987 and was director of the Alarmcom business for the next 10 years. In 1998 Alarmcom acquired Leptonics to gain access to a wider cross section of the market and in 1999 Mike left Alarmcom and took on a sales consulting role with U.S. security manufacturer, Southwest Microwave covering the ANZ market.

“After being product tech support manager at Alarmcom from 1987 to 2002, I had formed Perimeter Systems Australia in 2004 to become the sole distributor for Southwest Microwave products in Australia – that meant Mike and I remained in close contact throughout that time.

“Mike always enjoyed his scotch and dry – we made sure we had some in the office when he came to talk about the latest products – so here’s cheers from all of us, Mike. It was a real pleasure knowing you.”

Are PIRs More Sensitive Than Dual Technology Sensors In Identical Applications?

Are PIRs More Sensitive Than Dual Technology Sensors – Are PIRs more sensitive to intrusion detection when installed in the same applications?

A: Dual technology sensors should be no less sensitive to a genuine intrusion than PIRs – the reduction in sensitivity applies to false alarm activations, rather than genuine intrusions, which will activate both sides of the sensor circuit.

Dual technology sensors combine a pair of technologies that are sensitive to 2 different types of disturbance – microwave and passive infrared. In a genuine intrusion, both technologies will be activated simultaneously.

PIR elements sense the level of IRE changing between zones over a set time at a set speed. There aren’t many environmental disturbances that mirror this sort of movement.  

That said, heat sources, especially warm air currents, can spell trouble for PIRs, making it difficult to install them externally. They would still be our first choice in stable environments indoors – if we wanted to invest in a second technology for internal applications, it would be PIR/camera. 

Are PIRs More Sensitive Than Dual Technology Sensors

Microwaves work differently. They cover an area with a signal then pick up variations between the signal sent and the signal reflected called the Doppler shift. Microwave sensor technologies offer strong detection performance.

Something that makes dual technology sensors more robust is that while PIRs are sensitive to movement across their zones, microwave detectors activate if they pick up a Doppler shift moving towards the sensor or away from it. 

A good dual technology sensor will also have performance enhancing features like mirror optic lenses, creep zones, external IP ratings, advanced signal processing, tamper and active IRE tamper protection.

Dual techs are ideal for tougher internal applications which include windows and heat sources, and are the pick for external applications – especially if they incorporate an integrated camera giving video verification.

Advantages of Dual Technology Sensors

  • Lower false alarm rate if environment changes – best choice for tough internal and external applications
  • Sensitive to all kinds of motion
  • Can be used in hot, windy, changeful sites
  • Normally includes features that are only found in the best single-tech sensors
  • Sensitive to movement in 2 directions.

Disadvantages of Dual Technology Sensors:

  • More expensive than PIRs
  • Poor design of low-cost dual techs may reduce overall probability of detection compared to PIRs in PIR-perfect internal applications – advancing pulse count may provide better balance
  • Greater complexity means quality control is more important.
