    Council Needs Video Analysis – Penrith City Council has gone to tender seeking pedestrian movement analysis of foot traffic in St Marys town centre.

    According to the tender release, the consultant will be responsible for conducting pedestrian counts and analysing pedestrian movement data over a 6-week period.

    Along with pedestrian counts and dwell time analysis, the scope of works includes data analysis and reporting, and recommendations to enhance existing visitor experiences.

    The successful tenderer will perform pedestrian counts at key locations along Queen Street, St Marys, at various times (morning, midday, and evening) and on different days (weekdays, weekends).

    During this process, the procedures employed will collect data on dwell times to understand how long pedestrians remain in specific areas, while using a combination of methods to ensure comprehensive data collection.

    They will then analyse collected data to identify trends in pedestrian movement and dwell times to provide insights into peak movement periods, high-traffic zones, and areas with extended dwell times and create visual representations (graphs, charts, heat maps) to illustrate pedestrian patterns.

    Deliverables include providing data summary reports of pedestrian counts and observations and a detailed final report at the end of the 3-month period, including data analysis, visual maps, and key findings.

    The successful provider will also include suggestions for optimising pedestrian flow and increasing dwell times to support town centre activations and economic strategies.
