Port Security Framework Improvement Sought For Port Of MacKay.

Port Security Framework Improvement – North Queensland Bulk Ports Corporation is seeking port security framework improvement for the Port of Mackay, which incorporates Hay Point and Abbott Point.

As Queensland’s fourth largest multi-commodity port by throughput, Mackay is one of the major servicing centres for the Central Queensland mining and agricultural industries. The port operates 24 hours a day, seven days a week and extends over 800 hectares of land and water under the direct control of North Queensland Bulk Ports.

The Mackay region is the largest sugar-producing area in Australia, and the port hosts one of the world’s largest bulk sugar terminals. The region also supports the nearby Bowen Basin and Galilee Basin coalfields, which produce most of Queensland’s coal and are loaded via the Hay Point and Abbott Point facilities.

What the nature of the port’s security framework requiring improvement might be is not fully expanded in the RFT – whether it involves planning, applications of technology, or both, you’ll need to register and download the documents to find out.

It’s worth noting that ports must be prepared to meet the 3 maritime security levels. Level 1 – The default level at which ships, ports and offshore facilities typically operate; Level 2 – which applies while there is a heightened risk of a security incident; and Level 3 – which applies when there is a probable or imminent risk of a security incident, even though it may be not possible to identify the specific target.

According to GAMSA, prevention and preparedness are the risk mitigation measures that government agencies and other stakeholders take to deter, disrupt, or prevent security threats in Australia’s maritime jurisdiction or to minimise adverse consequences should prevention be unsuccessful.

The means by which prevention and preparedness could be achieved in the context of the management of maritime security threats are situational awareness, surveillance, intelligence collection and analysis, deterrence, and the ability to inform proper response. While some of this leans on defence and law enforcement support, some responsibility accrues to port management.
