Nolans Rare Earth Project Seeks Security – Arafura Resources has released a complex essential services tender as part of the Nolans Rare Earths Project, a large-scale, fully integrated mining and processing development in the Northern Territory.
The tender package is a site services contract covering multiple essential service streams, including medical, emergency response, fire and security, each operating on a 24/7 basis and integrated across the broader project environment.
Nolans Rare Earth Project, located around 135km north of Alice Springs, is a construction-ready, single-site ore-to-oxide operation with an anticipated mine life of 38 years. Once operational, Nolans will incorporate a mine, beneficiation, extraction and separation plants, along with supporting infrastructure across a remote and high-risk environment.
The project has moved into mobilisation, with procurement and delivery packages now being released as part of early execution planning.
From a security perspective, the requirement sits within a wider emergency and operational framework rather than as a standalone security operations.
The successful contractor will be responsible for full-time site security operations across all project areas, including manned guarding, mobile patrols and monitoring. Access control forms a core component, with gatehouse operations, personnel verification and vehicle inspections required to manage movement across a large, distributed site.
Security systems are expected to include CCTV, access control and communications infrastructure integrated into broader incident management and reporting systems.
Operationally, security is embedded within a multi-discipline emergency response model that includes medical services, fire response and coordinated incident management.
The emergency response component requires delivery of a 24/7 integrated capability, including incident command, escalation procedures and coordination across all project areas. This includes interaction with external agencies such as the Royal Flying Doctor Service and regional fire authorities, reflecting the remoteness of the site and the need for self-sufficiency.
Fire services are similarly structured, with requirements for continuous readiness, initial response capability and maintenance of firefighting infrastructure in an environment defined by high-risk construction activities and operational hazards.
Medical services complete the picture, with on-site paramedic and primary care capability, ambulance services and injury management required to support a workforce operating in an isolated location.
Taken together, the package outlines a layered operational model in which security, safety and emergency response are interdependent. For contractors, the challenge is not simply delivering individual services but integrating them into a coordinated system capable of responding to a wide range of incidents across a large, remote industrial site.
