Penrith Council Seeks CCTV AI Drowning Detection System – Penrith City Council has released a tender for the supply, installation and maintenance of an artificial intelligence drowning detection system at its St Mary’s Ripples aquatic facility.
The scope – which seeks a brilliant lateral application of video analytics – covers delivery of an AI-enabled safety system designed to support lifeguard operations through real-time monitoring of pool environments, with the aim of improving swimmer safety and response times.
Council is seeking a full delivery model including design, CCTV positioning, system supply, installation, commissioning and ongoing maintenance. Submissions must detail the underlying technology platform, asset and service compliance, installation methodology, project timelines and system performance across the different aquatic environments.
Operational requirements include integration with day-to-day lifeguard activities, including dashboard-based insights to assist with staff positioning, swimmer density monitoring and incident response. Vendors must also address privacy, cybersecurity and data protection requirements, along with compliance to relevant Australian Standards.

The system will be deployed across multiple zones within the St Mary’s Ripples site, including lagoon-style entries with variable depth, spa areas, an 8-lane 25m indoor pool connected to a 50m indoor section, and an outdoor 50m pool.
The solution must provide continuous monitoring across indoor and outdoor environments, including splash play areas and varying water depths, with vendors required to demonstrate how their technology manages glare, lighting variation, shadows and blind spots across water surfaces. The system must also be designed for durability in high humidity indoor environments and exposure to outdoor weather conditions.
The tender requires comprehensive testing, commissioning and training, as well as ongoing technical support and reporting. Council says pricing must be structured to separate capital delivery costs from ongoing licensing, maintenance and support, including annualised costs for system operation and training.
